At the first sight of Munhwan,Kim, president of Kangwon Information Center(¡°Youngdong Intersection¡± : local newspaper for living Information), I¡¯ve got a feeling that he might be a rugby ball, which no one would guess bounce in any direction and at any time. What gave me that kind of bold idea?

It was because he seemed to me like a man who was very quick to put extraordinary ideas into action regardless of time and place, whenever something new hit him, walking home or drinking liquor.

Being elected vice president of the national association of Intersection : local newspaper for living Information, he is so called a man of ¡°Madangbal¡±(the man who knows many people) and an adviser to Korean Volunteer¡¯s Association.

He was born in a remote countryside in Gangwon Province and finished an agricultural high school. He majored in Law in the university and studied the psychology in the graduate. Since teaching for 10 years in Seoul, he has been managing ¡°Intersection¡± in Gangnung for 11 years.

He cannot be described too much as a man of full energy; he is not satisfied with the things familiar to him. He is eager to do something new.

He wants to start a new business. It is to manage the preventive reporting center against disaster.

The center he has in mind is to be reported in real and anonymous names and the real names will be reported in as they were and the anonymous names will be open to the public for confirmation of the reality.

The details will be reported to the authorities concerned in the name of the center and the improved cases will be separately open to the public and the unremedied ones will be thrown to the public as they are.

For example, ¡° xxx proposals are accepted this month and xxx proposals are corrected.¡±

In this way, weekly and monthly statistics will be released.

Disaster donation or subscriptions to relieve the flood victims, which are reported through the center, will also, be clearly open so that they leave no room for doubt of their execution.

Why do people like complaining and are they reluctant to praise others? He cannot understand them. He wishes people were not eager to back bite others and they are generous to praise others.

¡°You know what, IMF financial crisis was caused by the politicians and the common people relieve the crisis by selling their gold rings. They say that the current domestic economy is darker than that of IMF crisis. There is no other way but for the ordinary people to solve this crisis.

He believes that this preventative center against disaster has something to do with this.

He emphasizes, ¡°We should not complain that our politics are in a mess, but set up and export the political evaluation system.¡±

He sets people agape by his idea of exporting our political civilization, attracting the international events, and cultivating global leaders.

¡°There are complaints that government officials or members of the National Assembly do nothing but receive annual allowance. But what they have to do is to develop the policies. And the policies should be evaluated by the consuming people when they are executed. It is the share of the nation to propose when they found something wrong with the policy.¡±

It is good that proposals or evaluations should be made in real names, but it is true that revealing the real names means exposing to the danger, considering Korean circumstance.

As mentioned above, we tend to speak ill of others but not evaluate. This is the problem. People, who are consumers, should respond precisely to the policy developments and evaluate them correctly. He moves again on to the disaster.

We need volunteers when disasters occur. But it is true that they cannot benefit from the damage insurance. When the typhoon ¡°¸Å¹Ì¡± stroke the eastern coast this late summer, some volunteers did not receive any reward in Gangnung. This is not fair. They deserve proper reward when they have safety accident in the midst of volunteering.

He takes an example in insurance on the self-controlling crime prevention. About 100,000 are estimated to work as night guards nationwide. Insurance bill, covering the volunteers, amounts to 200,000 Korean Won every year. But who is to pay the insurance?

So he decided to cover them. He bought insurance for the self-controlling crime prevention in Youngdong area. This motivated the government to secure the budget for the next term. This policy spread all over the nation and all the volunteers around the country are now insured by the government police.  ????

His small effort has borne a great fruit.

One more thing, he is proud of, is Kitel, Information technology organization. It was established in 1994 and started the community sites for the schools nationwide in 1996 and 1997.

He handed in his resignation in 1992 and went straight down to Gangnung and started ¡°Youngdong Intersection.¡±

Judging that it is not possible to provide the information all over the Gangwon area because of high mountains and valleys, he set up the local information center by using PC communication network. That is the very Kitel.

He initiated Kitel, symphasizing with the thought of his friend, who insisted the importance of information age and the necessities of the rural information in the future, working as a public officer for the Ministry of Information and Communication in July, 1993,

¡°When I started this business, the only province, where there is no express way all around Korea, was the very Youngdong area. I thought that the first thing I could do was to establish the information structure as soon as possible.¡±

Kitel was welcome as community spaces, which do not charge for any admission fee and data service fee. Kitel was once so popular as to collect as many as 500,000 members.

He opened forum-like on-line schools, where students could use PC communication network and internet free of charge, and offered the service to over 10,400 schools, ranging from the primary schools nationwide to the colleges. In addition, he also established various kinds of forums over the country.

Despite the worst economic depression since IMF crisis in June, 1998, he registered Kitel as a corporation and was much talked about because he raised in a short time the capital of 500,000,000 Korean Won through the national public subscriptions.

He planned to make Kitel service an independent enterprise, in which small stockholders participate. 50% of the shares shall be trusted to small stockholders that the corporate democracy is achieved and run the PC communication network, which can be used free of charge by the whole Korean people.

He believes that Korea would have contributed to the role of exporting infrastructures of information industry as the world best country if Kitel had been utilized properly.

But Kitel fell to the ground, swallowed up by the waves of economic depression in spite of his every effort. He analyzes that his failure has resulted from the lack of understanding the social phenomenon, overconfidence in information and the lack of leadership.

Though his desire to open the general meeting of stockholders, to elect a representative of the small stockholders in cyber space that he may take part in the company management was not achieved, he felt encouraged and found the possibility

He seemed to feel sorry that he had been able to maintain Kitel to the end so that he could offer every Korean a homepage without fee.

But isn¡¯t he a man, who never fells down.

He once established and fostered a company, taking advantage of special conscription system. He also appointed as president of the company one of his employees, who he himself brought up. He not only hits upon extraordinary ideas, but also put them into practice.

He has rights to sell remote gauge inspection system (named ¡°Chaos¡±) for electricity, water supply and liquid propane gas in the provinces of Gangwon and Choongbuk. Each house with this chaos sensor can be automatically calculated how much the electricity, water and liquidated propane gas are used. He plans to expand this automatic checking system to the world market after this system proves successful in Korean market.

Even after he stopped teaching in the classroom, he was still interested in education. In 1996, he made a homepage for an elementary school named Bongpyung, which is famous for building the background in the novel of ¡°A buckwheat-flower season.¡±

As soon as the on-line school of Bongpyung was known to the public, the educational office of Gangwon province became interested in online teaching. Taking this opportunity, 431 primary schools in Gangwon province became the members of remote education network based on the Kitel online communication school. As a result, many schools around the country began to show interest in online education.

He takes pride in advancing the possibility of online education through the pc-based guideline for teaching and the opening of pc-communication room for the education office of Gangwon province.

He provided the local farmers and fishermen with information on agriculture and fisheries. He was given by the Ministry of Information and Communication a citation for making Gangwon province number one in the field of local information.

Keeping in touch with a friend (Sangyong, Choi : president of Future News), whom he met in the graduate course of Korean University in 1991, he founded a web magazine(www.semirenews.com) on September 15, 2002 and has been supporting it as an active sponsor. The webzine, with wisdom as its theme, supplies its members with information every morning free of charge.

He has a special talent for big scale projects. He is gifted with making a system, which enables the details to follow automatically without his being involved. His life was like that in the past, has been living like that up to now and will be living like that in the future.

His ideas swell like a spring. His business never stops proceeding. He seems to have in mind an overall master plan of the preventive reporting center against disaster.

On my way back home after the interview, it still haunts me what he said while drinking. ¡°Could you give me?¡±

I still don¡¯t understand what it means. Does it mean that he wants some idea from me?
